Statement on U.S. Department of Education Executive Order
Duluth Public Schools is aware of the recent presidential executive order concerning the U.S. Department of Education. We are carefully reviewing the implications of this order for our district and our families. In the meantime, I would like to share some of our initial observations.
We have concerns about the potential impact of this order on our district’s funding. While the order does not have the power to dismantle the Department of Education, that power is reserved for Congress, it can reduce the number of staff. We receive approximately $10 million in federal funding from the Department of Education each year, and we have already experienced delays in those funds due to initial staffing reductions. We are concerned that further reductions could potentially disrupt our cash flow and impact the services we provide to our students.
The order also suggests that a return of authority to the states will lead to improved reading and math scores. It's important to clarify that the act establishing the Department of Education specifies that curriculum development and standards is handled at the state and local levels, which is the current practice. Increased funding from the federal government would be more helpful in improving reading and math scores as the federal government only funds about 6% of our yearly budget.
The order includes elements that present potential contradictions. While it expresses an intention to return authority to state and local government entities, it also suggests withholding federal funding from school districts and states that do not align with the administration’s views on diversity, equity, and inclusion. A true transfer of control to local entities might not involve such stipulations. We want to reassure our families that Duluth Public Schools is unwavering in our commitment to protecting and affirming our LGBTQIA+ and BIPOC students and staff, a commitment that aligns with the requirements of the Minnesota Human Rights Act.
Finally, the executive order addresses the use of COVID-19 relief funds, or ESSER funds. These funds have been vital in supporting our schools and students. The loss of these funds has contributed to budget cuts across many districts, including our own. We have utilized these funds, for example, to hire reading and math interventionists, as well as mental health support positions who provide crucial support to students and improve outcomes.
We believe that all students, regardless of background, deserve access to the resources and support they need to succeed. Duluth Public Schools will continue to prioritize creating a safe, inclusive, and equitable learning environment for every student, every day.
